Resource optimization techniques adjust the project schedule based on resource constraints and availability. The PMP exam tests two primary techniques — resource leveling and resource smoothing — and candidates frequently confuse them because both involve adjusting schedules based on resource considerations. Understanding the distinct purpose and impact of each technique is essential for answering resource management questions correctly.
Resource Leveling
Resource leveling adjusts the schedule to resolve resource conflicts — situations where the same resource is assigned to multiple activities simultaneously or where resource demand exceeds availability. When leveling is applied, activities are delayed until their required resources become available.
The critical PMP concept about resource leveling is that it can extend the project duration. When a critical path activity is delayed because its resource is unavailable, the critical path lengthens and the project end date moves. This is the primary trade-off of resource leveling: realistic resource allocation at the cost of potential schedule extension.
Resource leveling also changes the critical path itself. After leveling, the sequence of activities that determines project duration may be different from the original critical path because resource dependencies have been added to the logical dependencies. The PMP exam calls this the resource-constrained critical path or critical chain.
When to Use Resource Leveling
Resource leveling is necessary when resources are over-allocated — scheduled for more work than they can perform. It is also appropriate when shared resources must be scheduled without conflicts, when organizational policies prohibit overtime or overallocation, and when resource costs for overtime or additional resources exceed the cost of schedule extension.
Resource Smoothing
Resource smoothing adjusts the schedule within existing float to even out resource usage over time, without extending the project end date. Unlike leveling, smoothing uses only the float available on non-critical activities to redistribute work. Because it does not extend the critical path, the project end date remains unchanged.
The trade-off of smoothing is that it can only address resource peaks that occur on activities with float. If the resource over-allocation occurs on critical path activities — which have zero float — smoothing cannot resolve the conflict because there is no float to use. In this case, resource leveling or other solutions like adding resources are needed.
When to Use Resource Smoothing
Resource smoothing is appropriate when the project end date is fixed and cannot be extended, when resource demand is uneven but not critically over-allocated, when you want to optimize resource utilization without changing the project timeline, and when the resource peaks occur primarily on activities with available float.
The Key Distinction on the PMP Exam
The essential difference for the PMP exam is the impact on the project end date. Resource leveling may extend the project end date because it delays activities beyond their available float. Resource smoothing does not extend the project end date because it operates within existing float.
When a PMP question describes a resource conflict and asks what technique to use, consider the scenario constraints. If the project end date is flexible and resolving the resource conflict is the priority, leveling is appropriate. If the project end date is fixed and the resource issue must be resolved within the current timeline, smoothing is the first option if float is available, and alternative solutions like adding resources or adjusting scope are needed if smoothing is insufficient.
Other Resource Optimization Approaches
Beyond leveling and smoothing, the PMP exam tests your awareness of other approaches to resource optimization. Adding resources to over-allocated activities resolves the conflict without schedule impact but increases cost. Splitting activities — dividing an activity into two parts with a gap between them — allows the resource to work on another activity during the gap. Adjusting activity sequences may resolve resource conflicts by changing the order of work. And negotiating for additional resources from functional managers addresses the root cause of resource scarcity.
The PMP exam expects you to evaluate these options based on the project's specific constraints — schedule flexibility, budget constraints, resource availability, and stakeholder expectations — rather than defaulting to a single approach.
Resource Optimization in Agile
In agile environments, resource optimization takes a different form. Agile teams are typically cross-functional and self-organizing, meaning the team collectively manages its own workload within the sprint. WIP limits in Kanban serve a resource optimization function by preventing team members from being overloaded with concurrent work.
The PMP exam may present agile scenarios where the correct resource optimization answer involves WIP limits, team capacity planning, or sustainable pace rather than traditional leveling or smoothing techniques. Understanding which optimization approach fits the delivery context is a key exam competency.
